(IMG:http://i19.photobucket.com/albums/b158/CorrazyEdgard/Alexandria%20stuff/Coat%20of%20Arms/national_arms.png) By the Command of His Imperial Majesty, Edgard II, Emperor of all the Alexandrians, Perpetual Defender of the People of Alexandria, Most Noble Sovereign of the lands of Alexandria, By Grace of God, Lord of the Empire, Marquess of Nubinar, King of Galatia, Duke of Anglien, Duke of Gettinsburg, Duke of New Acadia, Count of Saransburg, Baron of Reistag, Baronet of Lemay, Grand-Officer of the Ordre de la Grenade, and Grand Eagle of the Legion of Honor and of the orders awarded by the Empire; WHEREAS We strongly desire the well-being of our Subjects, as well as the good government of Our Realm and Our Territorial Entities; LET IT THEREFORE BE KNOWN by those ancient Rights and Powers duly apportioned Us, with the advice of Our chief ministers and advisors:- THESE LAWS TO ENACT REGULATIONS AND SPECIFICATIONS UPON THE OFFICE OF SIMULATION AND GOVERNMENT ACCOUNTABILITY AND OTHER GENERAL ADMINISTRATIVE LAWS. [left] QUOTE Article I. - General Provisions and Definitions. 1.) This act can be officially cited as the "Administrative Procedure Act, 2008". 2.) The term "rule making" is hereby defined as an agency process for formulating, amending, or repealing a rule. 3.) The term "rule" is hereby defined as the whole or a part of an agency statement of general or particular applicability and future effect designed to implement, interpret, or prescribe law or policy. 4.) The term "adjudication" is hereby defined as an agency process for the formulation of an order. 5.) The term "order" is hereby defined as the whole or part of a final disposition of an agency in a matter other than rule making but including licensing. 6.) The term "administrative agency" is hereby defined as official governmental body empowered by legislature to direct, supervise, and regulate a specific topical area. 6.) This act officially defines "administrative law" as the legal rules and principles that: a.) define the authority and structure of administrative agencies; 7.) The term "organic statute" is hereby defined as a statute enacted by the Imperial Parliament or His Imperial Majesty that creates an administrative agency, and defines its authorities and responsibilities. 8.) The term "legislative intent" is hereby defined as the goals and purposes that a legislative body had in mind when it passed a certain law. 9.) The term "canon" is hereby defined as any material that is considered to be genuinely Alexandrian or pertaining to the history and culture of Alexandria, or can be directly referenced as material produced or approved by His Imperial Majesty or His Government. Article II. - Scope of Administrative Authority. 1.) The authority of administrative agencies stems from their organic statute, and must be consistent with constitutional constraints and legislative intent. Agencies do not have the power to enact a regulation where: a.)The regulation is an unconstitutional delegation of power; 2.) In order to nullify agency actions, a court must conclude that the regulation is arbitrary and capricious, an abuse of discretion, or otherwise not in accordance with the law. Article III. - Powers of Simulation and Government Oversight. 1.) The duty of determining events, processes and circumstances in the Alexandrian simulation shall be borne mainly by the Office of Simulation and Government Accountability. The Emperor may determine events, processes and circumstances in the Alexandrian simulation by actors that are not actual citizens or persons. The Emperor nor the Office of Simulation and Government Accountability are allowed to simulate anything directly involving a real member of Alexandria. 2.) The Director of Simulation and Government Accountability may provide for the administration, organization and operation of the Office of Simulation and Government Accountability. 3.) Any attempt to determine anything with respect to the simulation contrary to this Article is hereby punishable by imprisionment for life. 4.) Any attempt to determine anything contrary to this section with respect to the simulation is absolutely null and void. 5.) The ratio of actual citizens to virtual citizens is 1:5,000,000. Article III. - Fictional Histories. 1.) Any and all fictional histories created by anyone within Alexandrian are subject to reference by other works. 2.) It is the right of the creator of the original work to not recognize any works referencing them, and to consider them false. 3.) Any historical work written by His Imperial Majesty, the Emperor, as well as other works officially sanctioned by the Emperor, is hereby officially recognized as canon. 4.) Any fictional history is subject to follow the national guidelines for fictional histories as well as any local guidelines that might apply to the work in question. 5.) Territorial entities in the Empire of the Alexandrians are allowed to form their own guidelines on the treatment of fictional histories. However, these guidelines cannot conflict with the national guidelines. And Command that it have immediate effect upon this 6th day of December of 2008;
